Government simplifies authorization of renewable energy projects and sets new rules for biofuel market

The authorization process for renewable energy projects will be simplified and digitized through a single portal. At the same time, new rules will be set up for the development of the biofuel market. Government approved the steps today.

The procedures required for the construction, operation, or modernization of renewable energy plants will be integrated into EVO portal. Applications may be submitted online, and applicants will be able to track the status of their files. Maximum authorization deadlines will also be established: from 24 months for large power plants to one month for photovoltaic panels of up to 100 kW installed by prosumers and for small-capacity heat pumps.

In addition, so-called “acceleration areas” will be established—regions designated by the Government as suitable for the development of renewable energy projects. In these areas, they will be authorized more easily and within a shorter timeframe, benefit from facilitated arrangements for grid infrastructure, and receive the right to use the land.

The method of payment for surplus energy produced by prosumers and delivered to the grid will also change. For new installations, payment will be calculated based on the market price of energy. For prosumers who already have installations, the current rules will remain valid by late 2027.

In the field of biofuels, a registry will be created to record transactions and greenhouse gas emissions. Importers and wholesale traders of petrol and diesel will be required to ensure a minimum biofuel quota, established annually by the National Agency for Energy Regulation by 2030. After the law enters into force, ANRE will develop a methodology for calculating individual quotas for importers within six months. Once approved, the quotas will become mandatory.

The new provisions contribute to aligning the legislation of the Republic of Moldova with European standards and to achieving the objective that by 2030, at least 27% of final energy consumption will come from renewable sources.
