Moldovan government approves plan on digitalization of essential services for entrepreneurs for 2026

The government continues to simplify entrepreneurs’ interaction with public authorities and is accelerating the digital transformation of public services. To this end, the cabinet today approved the List of Essential Services for the Business Environment and the 2026 Action Plan for their digitalization.

The list includes services related to the main stages in a company’s life cycle: company’s establishment, post‑registration activities, ongoing interaction with authorities, getting or registering specific rights and business’ liquidation. Among the targeted services, there are state registration of legal entities, obtaining or extending a qualified electronic signature, remote opening of bank accounts, electronic tax services, statistical reporting, notary services, registration of real estate and deregistration of legal entities.

The 2026 Action Plan sets out concrete measures for digitalization, interoperability and improved access to information. They include eliminating certain administrative requirements through automated data exchange between institutions, implementing e-services for the registration and deregistration of legal entities, developing remote identification for qualified electronic signatures, creating the conditions for remote opening of bank accounts and ensuring that relevant information is available in English.

An important element of the project is support for the Contactless Business in Moldova initiative, which aims to enable entrepreneurs, the Diaspora and foreign investors to start, manage and close a business in Moldova entirely online.

The implementation of the proposed measures will help reduce administrative costs for the business environment, enhance transparency, improve the efficiency of public institutions and enhance Moldova’s attractiveness for investment. At the same time, the project provides for better alignment of public services with the real needs of users and their harmonization with European best practices.
