Stricter quality control in construction: new measures for safer buildings

The Government today approved amendments that will enhance quality control in the construction sector. The adjustments target stricter verification of project documentation, technical expertise of projects and constructions, as well as the certification of more categories of construction specialists.

The proposed amendments provide for up-to-date electronic registration of project verification approvals and technical expertise reports. This measure will reduce the risks of manipulation, substitution or erroneous reporting of project documentation and will ensure clearer record-keeping of documents issued by certified specialists.

Another important element concerns effective on-site verification of construction projects. Site supervisors and technical managers will be required to report quarterly on the monitoring activity of the projects for which they are responsible. Thus, the authorities will be able to more efficiently monitor how quality and safety requirements are observed on construction sites.

The draft also introduces adjustments to the certification procedure for construction specialists, including the possibility of recognizing professional experience gained in the Member States of the European Union. At the same time, more detailed regulations are introduced for the procedures of sanctioning certified specialists who have committed violations of the legislation.

Through these amendments, stricter control will be ensured over the processes that directly influence the quality of the executed works. The aim is to increase transparency in the construction sector, to enhance the accountability of specialists involved in design, verification, expertise and technical supervision, and to reduce the risks that may affect the quality and safety of constructions.
