ECall system to be implemented in Moldova: Vehicles involved in road accidents to automatically call 112 Service

The Republic of Moldova will implement the eCall System, which will allow vehicles involved in road accidents to automatically place a call to the 112 Service. The draft law providing for this measure was approved today by the Government.

The eCall system is a device mounted or an integrated system installed in vehicles which, in the event of a serious road accident, can automatically dial the emergency number 112 and transmit essential information about the vehicle’s location.

Minister of Internal Affairs Daniella Misail-Nichitin stated during the Government meeting that the main benefit of this project is faster intervention in the event of road accidents and, implicitly, a higher chance of saving human lives.

"In situations where every second counts, this technology can help reduce emergency services’ response time. The draft law does not introduce new obligations for citizens. Through this project, we are creating the basic legal framework needed for the subsequent Government decision that will set out the concrete way in which this interoperable system will operate in the Republic of Moldova. At the same time, the project aims to strengthen the capacity of the 112 service to manage new technologies used in the field of emergency interventions. The main benefit of this project is faster intervention in the event of road accidents and, implicitly, a higher chance of saving human lives. Essentially, we are talking about a tool that can help the state reach citizens more quickly when they are in greatest need of help," the Minister of Internal Affairs said.

The eCall system is an in-vehicle technology used in all member states of the European Union, which automatically and free of charge calls the single emergency number 112 when the vehicle is involved in an accident. The call can also be initiated manually by pressing a button. The functionality of the eCall system does not depend on the country in which the vehicle was purchased or registered. Once activated, eCall establishes a connection with the emergency call centers (in the case of the Republic of Moldova, these are the emergency call centers of the 112 Service) either through the mobile telephone network or through a data connection, allowing passengers to communicate by audio with operators and, at the same time, to automatically transmit a minimum set of data necessary for a rapid intervention.
