Moldovan government's secretary general country needs stronger mayoralties for communities' development

Secretary General of the Government Alexei Buzu today took part in an event dedicated to budget transparency and the management of local revenues, organized within the MĂ IMPLIC (I GET INVOLVED) project. The event brought together mayors and local finance specialists, representatives of public institutions, experts, development partners and project implementers.

The discussions focused on how budget transparency and public participation can become effective tools for dialogue between local administrations and citizens, helping to strengthen public trust and foster communities’ development.

In his speech, the secretary general of the government referred to the role of public administration reform in strengthening territorial and social cohesion, by reducing development disparities between communities, enhancing citizens’ trust in institutions and improving access to quality public services.

The official emphasized that the reform of local public administration was a priority undertaken by the government and is being built through direct dialogue with local authorities and citizens. In this regard, consultations have been organized in 31 districts of Moldova, with the participation of thousands of local elected officials and community members.

At the same time, he noted that many mayoralties operate with small teams and limited resources, and their own revenues currently account for approximately 11 per cent of local budgets, which limits the capacity of local administrations to respond to community needs.

“Local public administration reform is not about savings, but about consolidation. We need stronger mayoralties, capable of managing projects and investments, developing communities and providing quality public services for people,” said the secretary general of the government.

According to the official, as the government plans to allocate more and more resources for local development in the coming years, the reform aims to strengthen administrative capacities and ensure more efficient use of public funds, including through the digitalization of public services.

The event is part of the training and mentoring programme, Transparent Budgeting, implemented between October 2025 and February 2026 for partner local public administrations of the MĂ IMPLIC project, and aims to leverage experiences and identify practical solutions applicable locally.
