Reform of local public administration: consultations held with over 3,700 local elected officials, citizens in 29 districts of Moldova

The government has consulted its vision for public administration reform in 29 districts of Moldova and in the municipality of Balti, on the period February 9 –  March 6, 2026. More than 3,700 local elected officials and citizens took part in the discussions.

This week, consultation meetings were held in Leova, Falesti, Ungheni, and Balti. The dialogue aims to gather suggestions and recommendations regarding the future concept of the local public administration reform, which is to be made public at the end of March.

Government representatives are presenting the main changes that will take place, the simplification of the process of voluntary amalgamation of mayoralties, the role of districts in the new structure of local public administration, the stages of the reform and its impact on the faster development of communities.

Next week, discussions on the local public administration reform will take place in Orhei, Telenesti, and Taraclia. The concept is also to be discussed in the Gagauzia Territorial Administrative Unit (UTA Gagauzia), as well as in the municipality of Chisinau. Suggestions regarding the reform can be sent to the email address primariiputernice@gov.md.

At the same time, it is noted that the public consultation process has been launched for the legislative amendments that will simplify the process of voluntary amalgamation. The draft can be consulted on the particip.gov.md platform - https://shorturl.at/zZe3T.

The amendments provide for greater flexibility in the process of voluntary amalgamation, including in the way citizens are consulted; the de-bureaucratization of procedures and the elimination of more documents that previously had to be prepared by local public authorities. In addition, the obligation to organize early elections before the 2027 general local elections is removed, and greater flexibility is provided for establishing the administrative center.
