List of countries with postal voting to be expanded

The list of countries where postal voting can be implemented will be expanded. It is stipulated in a draft law that was approved today by the Government.

The initiative was put forward by a group of deputies.

Minister of Justice Veronica Mihailov-Moraru said that the draft aims to increase the efficiency of electoral processes, particularly improving the conduct of electoral procedures, as well as the technical and organizational mechanisms that ensure remote voting, especially for diaspora citizens.

According to the minister, the need for changes arises in the context where, during the 2024 elections, the electoral authority noted deficiencies in postal voting, which need to be adjusted.

"Among the most important changes are the extension of the voting period, the possibility of identifying voters through biometric means, and including more countries in the list of states where postal voting will be possible," emphasized Veronica Mihailov-Moraru.

Prime Minister Dorin Recean said that the diaspora plays a very important role in the development of the Republic of Moldova, and the authorities' duty is to facilitate voting participation.

"The diaspora is very important for the citizens of the Republic of Moldova, for the country's development. The diaspora sends a lot of money home in the form of remittances, so it is our duty to facilitate voting, especially this new postal voting instrument," highlighted Dorin Recean.

Among the important provisions of the document are the expansion of country lists where postal voting will be applied, including Japan and Australia; the creation of a distinct electoral council for managing postal voting; setting clear deadlines for identifying voters and changes in electoral lists 30 and respectively 20 days before the elections.

Postal voting was applied for the first time during the presidential election and constitutional referendum in 2024, when the alternative voting method was used in the USA, Canada, Norway, Sweden, Finland and Iceland.
