Moldovan PM has meeting with representatives of National Employers’ Confederation, business associations

Eliminating systemic problems affecting the business environment is a priority on the agenda of the government and the Economic Council under the Prime Minister. Prime Minister Vasile Tofan today made statements to this effect, during a meeting with representatives of the National Employers’ Confederation and business associations.

The dialogue with the business community focused on identifying measures to reduce bureaucracy and create better conditions for investment and companies’ development. The PM welcomed the fact that employers’ representatives had brought not only the problems faced by companies, but also proposed solutions. The prime minister noted that the government and the Economic Council under the Prime Minister would focus primarily on systemic problems that create barriers for the private sector, local public authorities and, consequently, citizens.

“We will focus on major problems with systemic impact and on eliminating barriers that affect economic activity. I support de-bureaucratization and the simplification of regulations, and the government will be a partner of the business community in this process. The proposals discussed today will be analyzed and prioritized, so that we can move forward with concrete measures,” said Vasile Tofan.

Employers’ representatives addressed more problems related to companies’ activities, including construction regulations, digitalization, public procurement, investment, the pharmaceutical industry and transport. The proposals included revising regulations that may generate additional costs or barriers to investment, recognizing qualified electronic signatures issued in the EU and shifting public procurement from the lowest-price criterion to an assessment of the economic value and quality of bids.

Another important topic concerned companies’ adaptation to European standards. Entrepreneurs emphasized the need for the transposition of European legislation to be widely consulted with the sectors concerned and for appropriate transition periods to be provided. They also called for greater predictability of the fiscal and regulatory framework and the early involvement of companies in the development of public policies.

The proposals presented during the meeting will be analyzed together with the responsible institutions and the Economic Council under the Prime Minister, in order to establish which measures can be promoted as a priority. The focus will be on interventions with systemic impact that reduce bureaucracy, provide greater predictability and create better conditions for investments and business development.
