Speaker on Local Public Administration Reform: Moldova’s new administrative map to have fewer than 10 regions
The new administrative-territorial map of the Republic of Moldova could provide for fewer than 10 second-level administrative units as part of the territorial reform being prepared by the authorities. Speaker Igor Grosu made the statement at a TV show, noting that the Government is expected to present more details about the new structure in the coming period.
The reform aims to reorganize the current administrative level, represented by districts, and strengthen first-level local public administrations. The authorities are analyzing a new territorial map, as well as how the future administrative units will be delineated and named.
Deputy Secretary General of the Government Alexandru Iacub recently said that the new structure would be different and the current districts could be given a different name.
“The process for the second level has already begun. Discussions are taking place regarding a map of the districts and an actual concept, including in terms of responsibilities. The State Chancellery and the Government will make a public announcement as soon as possible, but it will be a pleasant surprise, I assure you all,” Alexandru Iacub said.
According to Iacub, one of the main changes will be the transfer of more responsibilities to mayors’ offices. First-level local public administrations are expected to have greater decision-making powers and additional financial instruments. At the same time, the second level of public administration is not expected to be eliminated at this stage of the reform. Its role, however, is expected to be reconsidered.
The reorganization of the second level is accompanied by administrative-territorial reform at the level of mayors’ offices. By late August, 561 mayors’ offices, representing 63% of the total, had successfully completed the voluntary amalgamation process. In September, the mandatory stage began for more than 250 other mayors’ offices.
