Moldovan parliament receives over 4,400 petitions from in 2025; most report shortcomings in justice, healthcare

Moldova’s parliament during the 2025 year received more than 4,400 petitions and verbal requests from citizens. In total, almost 6,400 problems were reported, 85 per cent of which were submitted in written form. Additionally, 676 verbal submissions were registered.

According to data released by the legislature, 86.2 per cent of the petitions were sent by individuals and the rest by legal entities. The most frequent complaints concern free access to justice, the right to personal security and dignity, as well as access to medical care and social protection. Citizens also reported alleged infringements of property rights, infrastructure problems, the situation in agriculture, the activity of public administration or submitted proposals for legislative amendments or for the exercise of parliamentary control.

Most requests (approximately 45 per cent) come from the municipality of Chisinau, but the parliament also received petitions from abroad. From the districts on the left bank of the Dniester, 580 petitions were submitted, from Orhei district – 501, and from Hancesti district – 107.

In total, 2,888 petitions (65.6 per cent) were examined by the parliament, most of them reaching the commission for economy, budget and finance, the legal commission for appointments and immunities, the commission for social protection, health and family and the subdivisions of the parliament’s secretariat. The remaining 34.4 per cent were forwarded to other competent public authorities, in accordance with their legal powers.

The process of managing and monitoring petitions is carried out through the e-Petitions information system. Citizens can address petitions to parliament both verbally and in writing, including online via the dedicated platform.
