Border Police launches Passenger Information Unit

The Border Police has launched, for the first time, the Passenger Information Unit (UIP). This is a subdivision tasked with processing data from the Passenger Name Record (PNR).

The Passenger Information Unit, created within the Border Police, is responsible for collecting, storing, and processing data from the Passenger Name Record, which will contain information collected from airline companies.


During the event, Minister of Internal Affairs Daniella Misail - Nichitin emphasized that, for people, the UIP signifies safer borders and increased protection for travelers without compromising fundamental rights and freedoms.

“This unit will operate in full compliance with international standards regarding the protection of personal data, maintaining the balance between security and freedom,” the minister said.

The operationalization of the UIP has become possible thanks to international partners. In this regard, the Head of the International Organization for Migration (IOM) Mission, Ruiz de Azua Ester, emphasized the importance of this initiative for travelers.

“It is an honor to participate in the official launch of the Passenger Information Unit. This strategic project marks a new beginning in strengthening national security and supporting international cooperation in preventing and combating terrorism and cross-border crimes. IOM supports this initiative by supporting the UIP infrastructure, providing equipment, and enhancing the capacity of national authorities. Our commitment is to continue support both in the short and long term,” stated Ruiz de Azua Ester.

The Head of the General Inspectorate of the Border Police, Ruslan Galușca, said that all European states have already implemented such systems for their border security, and now the Republic of Moldova is taking this necessary step to align with international standards.


 

“The experience of other countries has demonstrated that the use of these mechanisms leads to improved border control, faster risk identification, and increased air security. For us, this means better protection of national borders and real support for Border Police officers, who will have access to relevant information exactly when needed,” stressed Ruslan Galușca.

The UIP subdivision will contribute to preventing, detecting, investigating, and prosecuting terrorism offenses, ensuring data exchange with similar units from other states and with Europol, in strict compliance with personal data protection norms.
