DOC // Mechanism for voluntary amalgamation of administrative-territorial units improved

The process of voluntary amalgamation of administrative-territorial units (ATUs) has been simplified and adapted to the needs of communities. The promulgation decree and the legislative amendments approved for this purpose were published today in the Official Journal of the Republic of Moldova.

The draft law was improved following consultations with mayors and citizens. The new provisions aim to reduce bureaucracy in the voluntary amalgamation process. Thus, fewer documents will be required, with a concise justification and the list of localities involved being sufficient.

Localities that decide to merge will have more flexibility in selecting the administrative center and choosing the name of the amalgamated ATU. At the same time, the conditions for making decisions on voluntary amalgamation with other ATUs are also being changed. Thus, the decision will be adopted by a majority vote of the elected councilors. The amendments also remove the fixed limit of 25 kilometers between localities, which facilitates the voluntary amalgamation procedure.

The new provisions also bring more clarity to local authorities. In amalgamated localities, no early elections will be organized before the local elections in 2027.

The goal of the project is to create strong town halls and developed localities. So far, two voluntary amalgamation processes have been completed – in the city of Leova and in the commune of Călinești in Fălești district. According to the explanatory note to the project, the number of decisions to initiate the voluntary amalgamation process has increased, and about 300 communities have expressed interest in this regard.
