Moldova's military strategy for 2025-2035 approved by Government

Government has approved the Military Strategy of the Republic of Moldova for 2025-2035. The document aims at transforming the Armed Forces into a modern, professional, well-equipped, and trained military institution capable of defending the sovereignty, independence, and territorial integrity of the Republic of Moldova, contributing to national resilience, and actively participating in international missions in support of peace and security.

The Strategy stipulates that the Republic of Moldova bases its defense development approach on "the national commitment to a European, democratic, and prosperous country where citizens live in safety and peace."

"The Strategy defines long-term military security policies. The document identifies military threats and risks and specifies the role of the armed forces in achieving national security and defense objectives. Among the main objectives of the Strategy are the modernization and standardization of the armed forces, strengthening operational capabilities, integration into the European security architecture, increasing interoperability with external partners, and inter-institutional collaboration with national defense forces," Defense Minister Anatolie Nosatîi said.

Prime Minister Dorin Recean emphasized that the authorities will continue to develop the National Army so that our country contributes to global peace and security.

"Every time we invest in the defense of the Republic of Moldova, in the national army, we hear hysterical voices opposing. They have kept the National Army in misery and disorder for decades. We have a very clear objective: to invest primarily in people within the National Army. They, on the other hand, want to keep it weak, which benefits an aggressor state. They praise the Kremlin but forget to mention that the Kremlin spends 7% of GDP on wars and 32% of its budget. 32% means every third dollar from the Kremlin's budget goes to kill children, youths, and people in Ukraine. So we will continue to develop the national army, defend our homeland, and contribute to global peace and security," stated Prime Minister Dorin Recean.

The Strategy proposes an exclusively defensive vision focused on achieving a clear set of objectives, supported by priority intervention directions, and the resources necessary for their implementation. These measures will allow the Armed Forces, through well-defined usage concepts, to prevent, deter, and neutralize armed, conventional, or unconventional aggression, as well as support national public authorities in managing other crisis situations.

The central element of this vision is the development, by 2035, of a credible defense capacity from the National Army based on deterrence, rapid reaction, and resilience against a wide range of military threats and risks, including hybrid ones. This transformation will be supported through a multidimensional approach aimed at achieving integrated operational synergy in the land, air, informational, cyber, and electromagnetic domains.

"The Strategy reflects Moldova's aspiration to become a member state of the European Union, which contributes, within the limits of available resources, to the development and sustainability of the European project. By modernizing the military capabilities of the Armed Forces, the Strategy supports the European path of the Republic of Moldova, contributing to the creation of a stable, predictable security environment compatible with the requirements of the accession process," the document reads.

The Strategy aims at the multidimensional development of the Armed Forces, prioritizing the following capabilities: air surveillance and defense; intelligence, surveillance, target detection, identification, and location, and reconnaissance; maneuver; fire support; special operations forces; command, control, communications, and computers; cyber defense; electronic warfare; force protection; sustainability; training; strategic communication.
