Moldova's Evaluation Commission recommends promotion of judge Ion Rusu
Interim Vice President of the Drochia District Court, judge Ion Rusu has passed the external evaluation. The Judges’ Evaluation Commission found that the magistrate met the criteria of ethical and financial integrity. The report today was sent to the Superior Council of Magistracy (CSM).
According to a press release issued by the Vetting Commission, the result of the evaluation is, at this stage, preliminary and is available on the Commission’s website, in the “Subjects” section. The full report will be published after its examination by the CSM, which will decide on the acceptance or rejection of the conclusions and may, where appropriate, order the reevaluation of the judge.
After the expiry of the three-day period for filing an appeal or, where applicable, after the delivery of a final decision by the Supreme Court of Justice, the evaluation report will be made public on the Commission’s website, in the “Decisions/Reports” section.
Context
The evaluation procedure was initiated in May 2025, in accordance with Law 252/2023, in order to verify the leadership positions held by judge Rusu in the last five years. During the process, he answered questions regarding potential integrity concerns identified at a preliminary stage, clarifying all the aspects raised.
The public hearing took place in December 2025, part of it being held in a closed session at the judge’s request and with the approval of the Evaluation Panel. This allowed for a detailed examination of all elements relevant to the magistrate’s professional and ethical evaluation.
