Moldovan citizens residing in Latvia will be able to exchange their driving licences without having to take a theoretical or practical exam.
The Government today approved the launch of negotiations on the Implementation Agreement between the Ministry of Internal Affairs of the Republic of Moldova and the Ministry of Transport of the Republic of Latvia regarding the implementation of the Agreement on the recognition and conversion of driving licences.
According to the authorities, the project will facilitate the mobility of citizens, provide a clear and efficient legal framework for the conversion of driving licences, and strengthen bilateral relations in the fields of transport and internal affairs.
“The project defines the authorities responsible for applying the basic agreement and regulates the conditions for processing and international transfer of personal data, including security measures and the rights of the data subjects. The approval of the draft Government decision will, at this stage, allow the start of negotiations in order to finalize the implementation agreement, whose subsequent signing and entry into force will create the necessary conditions for the safe application of the mechanism for the recognition and conversion of driving licences for the benefit of citizens of both countries,” said the Minister of Internal Affairs, Daniella Misail-Nichitin, at the Government meeting.
The Agreement between the Government of the Republic of Moldova and the Government of the Republic of Latvia on the recognition and conversion of driving licences was signed in Riga on 19 May 2025.
The Republic of Moldova has already signed treaties on mutual recognition of driving licences with several states, including Türkiye, Lithuania, Italy, Albania, Spain and Greece, as well as a joint declaration of intent with Germany on the transcription of driving licences.
