Government initiates negotiations with NATO on regulating exchange and protection of classified information

The Government is launching negotiations with the North Atlantic Treaty Organization (NATO) for the signing of an administrative arrangement aimed at protecting classified information. A draft decision to this effect was approved today at the Cabinet meeting.

Secretary General of the Ministry of Foreign Affairs Dumitru Socolan said that the arrangement aims to ensure the necessary legal framework for the exchange and protection of classified information shared between the parties.

"It represents a legal instrument meant to ensure the implementation of the Security Agreement between the Government of the Republic of Moldova and NATO, signed in 1994. The purpose of the arrangement is to establish common standards regarding the protection of classified information, regulate the responsibilities of competent authorities, establish mechanisms for access to and exchange of classified information, regulate the transmission of classified information, investigate security incidents, and ensure cooperation between authorities," said Dumitru Socolan.

The decision enters into force upon the publication in the Official Journal of the Republic of Moldova. The document does not involve financial commitments or additional expenditures.

The Republic of Moldova cooperates with NATO within the framework of the Partnership for Peace, seeking to strengthen defense capabilities, modernize the security sector, and increase the interoperability of its armed forces. Cooperation takes place on the basis of the Individual Partnership Programme Republic of Moldova – NATO for the years 2025–2028, which establishes a structured framework adapted to national priorities in the field of security and defense.
