Moldovan government approves clearer rules for organizing public events

Public events will be organized based on clearer rules, in order to ensure that every participant feels safe and that activities proceed without incidents. The new regulations were included in a draft approved by the cabinet on July 9.

The initiative brings order and clarity to all involved sides: organizers, local authorities and law-enforcers. Depending on the level of risk associated with the event, specific security measures and clear responsibilities will be established for each party.

Thus, organizers will be obliged to ensure the protection of participants, including the involvement of security assistants, endowing the venue with temporary technical equipment and providing first aid, if necessary.

As for sporting competitions, a national contact point will be established at the Interior Ministry’s (MAI) General Inspectorate of Carabiniers, which will facilitate cooperation with law enforcement structures nationally and internationally.

At the government meeting, Interior Minister Daniella Misail-Nichitin said that the draft aimed to create a coherent regulatory framework dedicated to organizing public events other than rallies, such as cultural and artistic events, competitions, and sports games, entertainment activities.

“The main provisions of the draft focus on regulating distinct procedures of the  event’s notification, depending on potential risks to public order and security. The draft also includes well-defined responsibilities for all involved parties, organizers, local authorities and law-enforcers, expressly establishing the organizers’ obligations in terms of public event’s security based on their risk level, including the possibility of involving security assistants and using temporary equipment and first aid measures,” the minister said.

According to Misail-Nichitin, after the approval of the new regulations, citizens will benefit from enhanced safety at public events and organizers will act according to clear and predictable rules, allowing for effective and responsible planning of activities.

The draft is to be submitted to parliament for examination and approval.
