Moldovan Superior Council of Prosecutors says one prosecutor dismissed, another two sanctioned

Prosecutor Igor Buliga has been dismissed from his position, while two other defenders have been reprimanded and subjected to disciplinary procedures. The members of the Superior Council of Prosecutors (CSP) today approved decisions to this effect.

Thus, according to the CSP’s decision, prosecutor Igor Buliga was sanctioned with dismissal after the Council had found him guilty of a disciplinary offense. The actions were taken following a notification from CSP member Andrei Cebotari.

“Today, during the CSP meeting, the disciplinary case concerning prosecutor Igor Buliga, from the Chisinau Prosecutor's Office, Rascani Office, was examined. The disciplinary procedure was initiated based on my notification, self-reported ex officio, after the appearance in the public sphere of information regarding his unacceptable behavior towards a student intern at the Prosecutor's Office. After examining all materials, the CSP found prosecutor Igor Buliga guilty of committing a disciplinary offense, consisting of displaying an unworthy attitude and behavior contrary to professional ethics towards a person under his supervision, with the application of the disciplinary sanction in the form of - dismissal from the position of prosecutor. This decision conveys a clear message: any behavior that affects human dignity, professional honor and the prestige of the Prosecutor's Office is unacceptable and will be sanctioned according to the law. Legal institutions must remain safe, honest and respectful spaces – especially for young people in professional training, who must see in prosecutors a model of integrity and responsibility,” said Andrei Cebotari.

At the same time, prosecutor Octavian Pavlovschi received a reprimand also for a disciplinary offense.

Also, the CSP took note of prosecutor Vladislav Căruceru's notification regarding alleged illegal actions by prosecutor Dumitru Robu during his tenure as interim General Prosecutor. In this case, the Council initiated disciplinary proceedings, formulating reasonable suspicions of disciplinary offenses provided by law. The CSP requested the appointment of members of the ad-hoc disciplinary committee to examine the situation.

In parallel, the CSP approved the evaluation reports of two prosecutors who had passed the professional evaluation procedure: Irina Catan, prosecutor at the Chisinau Prosecutor's Office, and Grigore Clevadi, prosecutor at the Anti-Corruption Prosecutor's Office.
