VIDEO // Defense Minister denies claims of forced return of diaspora in event of state of siege or war

Defense Minister Anatolie Nosatîi has denied claims that members of the diaspora could be forcibly brought back to the Republic of Moldova in the event of a state of siege or war. The official said that the draft law does not provide for such measures, but establishes the procedure through which citizens abroad can voluntarily return to the country to defend their homeland.

He emphasized that there is no legal mechanism through which citizens abroad could be forced to return to the country.

“I am sure that you, like me, have heard that the diaspora will be forcibly brought home. This is not true. I know the document well; the word ‘diaspora’ does not appear anywhere in the draft. The Republic of Moldova has had a law on the state of siege and war since 2004. Over the past 22 years, it has not been necessary to apply it. There is no mechanism through which someone could be forcibly brought into the country, for example, from Ireland, Italy, or other states. This is not provided for in the draft law, nor could it be implemented,” Anatolie Nosatîi said.

The minister highlighted that the draft is currently at the public consultation stage and sets out how citizens abroad can voluntarily return to the country to defend their homeland.

“The only new element in the draft is that, if necessary, those who want to defend their country will know where to turn: to the embassy or consulate. The document is undergoing public consultation, and many stages remain before the law is approved. Please do not believe false information and seek information from reliable sources,” Anatolie Nosatîi stressed.

The draft law on the state of siege and war was prepared by the Ministry of Defense and aims to replace the legislative framework adopted in 2004 in order to address new security challenges and hybrid threats.
