The State Chancellery on November 4 and 6 held public consultations with parliamentary factions regarding the legislative package on local public administration’s reform. Representatives of the factions of the Party of Communists, the Democracy at Home Party and the Alternative Bloc participated in the discussions.

Representatives of the parliamentary factions raised questions and made comments on the criteria for administrative and territorial reorganization, the distribution of responsibilities between levels of local public administration and the future financing model for mayoralties. The discussions also addressed citizens’ access to public services, the representation of communities in the new administrative structures, the situation of local administration employees and the organization of the 2027 local elections.

Secretary General of the Government Alexei Buzu presented the main provisions of the draft laws and provided clarifications regarding the transition period, the continuity of public services in amalgamated localities and support measures for local authorities. The goal of the reform is to strengthen the administrative and financial capacities of mayoralties, so that they can attract more investment and provide better public services to citizens.

The consultations with parliamentary factions complemented the series of public discussions organized by the State Chancellery in all regions of the country, as well as the consultations held with the parliamentary commission for public administration and regional development, representative associations of local public authorities, extra-parliamentary parties and civil society organizations.

The State Chancellery will analyze the proposals and comments submitted during the consultations, in order to finalize the legislative package, ensuring that the reform meets the needs of local communities as effectively as possible.

The draft laws on local public administration reform can be consulted on the particip.gov.md platform:

- Draft law on administrative-territorial organization of Moldova; ;

- Draft law amending certain legislative acts (strengthening administrative-territorial organization and the capacity of local public administration).

Additional proposals and recommendations may be sent to the email address www.primariiputernice@gov.md.
