Moldovan justice system to receive $600,000 to strengthen cybersecurity

The Ministry of Justice and justice sector institutions — the Agency for Digitalization in Justice and Court Administration, and the National Institute of Justice — will benefit from support provided by the Government of Japan and the United Nations Development Programme (UNDP) in their efforts to strengthen resilience and cybersecurity. This support will contribute to protecting the public sector from cyberattacks and ensuring the continuous delivery of essential services to citizens.

The support is provided through the new project “Enhancing cybersecurity resilience across the Republic of Moldova's critical sectors”, with a budget of US$600,000, funded by the Government of Japan and implemented by UNDP Moldova. The project will run until March 2026 and targets key institutions in the justice sector.

“The Ministry of Justice manages a complex digital system that supports the justice reform process – a central pillar in the country’s European integration path. The increasing use of digital technologies brings significant benefits in terms of efficiency and access to services, but also heightened cybersecurity risks. Investments in modern infrastructure, high-performance equipment, and robust security policies are essential to protect us against emerging threats,” stated Veronica Mihailov-Moraru, Minister of Justice.

Ambassador of Japan to the Republic of Moldova, Yoichiro Yamada expressed his country’s commitment to supporting Moldova’s judicial reform as it is extremely important for the development of Moldova as a democratic country. “The steady progress in the judicial reform will be a key factor to attract more investment and to create a healthy business environment,” says Ambassador Yamada.

The project envisions the development and implementation of internal cybersecurity policies and protocols aligned with national and international standards. Additionally, training programmes will be organized for staff from beneficiary institutions, focusing on new procedures and best practices in the field of cybersecurity.

“This project will contribute to a safer, more efficient administration of justice system, better prepared for the digital challenges of the future. Through strategic partnerships and smart investments, we can protect public services and citizens,” said Daniela Gasparikova, UNDP Resident Representative to the Republic of Moldova.

As part of the initiative, the Ministry of Justice and affiliated institutions will be equipped with modern IT infrastructure and benefit from information systems that meet international security standards. At the National Institute of Justice, a cybersecurity audit will be conducted to identify vulnerabilities and recommend concrete measures to enhance information security.
