Project on strengthening energy security of Moldova examined by U.S. Congress

A draft law aimed at strengthening the energy security of the Republic of Moldova and supporting our country’s efforts to reduce its dependence on Russian energy resources will be examined by the United States Congress.

The bipartisan bill “Promoting Oversight With Energy Resilience for Moldova Act” (POWER Moldova Act 2026) was initiated by Congress members Deborah Ross and Mike Lawler, co-chairs of Moldova Caucus in the House of Representatives.

According to the authors, the bill provides for deepening cooperation between the Republic of Moldova and U.S. energy authorities, monitoring progress in the development of energy infrastructure, and facilitating the exchange of information on modern technologies in the field of energy and renewable energy sources. The initiative reflects the bipartisan support enjoyed by the Republic of Moldova in Washington and the recognition of the progress achieved in recent years in strengthening energy security.

According to the Ministry of Energy, the United States is one of the most important partners of the Republic of Moldova in the process of consolidating energy security. The U.S. Government has reconfirmed its readiness to finance, through a grant, the construction of the 400 kV Strășeni–Gutinaș overhead power line, one of three interconnection lines between the Republic of Moldova and Romania. The announced grant is worth approximately 130 million dollars, and the process is currently at the prefeasibility study stage.

At the same time, Moldovan–American cooperation in the energy sector also includes private investment initiatives in new electricity generation capacity. Last year, a memorandum of understanding was signed with U.S. companies for the development of a natural gas-fired power plant with a total capacity of about 100 MW, a project that will contribute to increasing the resilience of the power system and reducing import dependence.

In recent years, the Republic of Moldova has undergone one of the deepest energy transformations in Europe, significantly reducing its dependence on natural gas and electricity from the Russian Federation, diversifying its supply sources, and accelerating integration into the European energy market.
