Public buildings of Moldova to undergo energy renovation with World Bank's support

Chisinau, September 25, 2026 – Public buildings of Moldova will undergo energy renovations with 50 million dollars in financing provided by the International Bank for Reconstruction and Development (IBRD). The members of the parliament’s commission for foreign policy endorsed the initiation of negotiations on the loan’s terms.

The works will be carried out under the Moldova Revolving Energy Efficiency Mechanism (MEERM) project, implemented by the Energy Ministry through the National Center for Sustainable Energy (NCSE), which will select the buildings based on eligibility criteria.

The project has two components: reducing energy consumption in public buildings and establishing an energy efficiency fund. The fund will enable investments to be recovered from the savings generated by lower energy invoices for beneficiaries, while the recovered resources will be used for new energy efficiency investments. During the first stage, the mechanism will operate through traditional contracting, with the possibility of subsequently switching to the Super-ESCO model.

According to the project authors’ estimates, its implementation will generate energy savings of at least 20 per cent for each renovated building and will contribute to an annual reduction of approximately 6,500 tons of CO₂ emissions. The maximum simple payback period for the investment will be up to 20 years.

The loan agreement will enter into force after its ratification by Moldova’s parliament.
