Summary of Moldovan parliament's plenary meeting from September 24, 2026

• Social care workers will be able to benefit from new opportunities for professional development and pay rises.

• The parliament has ratified a new agreement between Moldova and Romania on transport infrastructure of strategic importance.

• Enhanced protection for individuals targeted by abusive legal proceedings: the anti-SLAPP legislative package was passed by the parliament in the second reading.

• Qualifications got by doctors and pharmacists in the EU will be recognized in Moldova. The draft was adopted by the parliament.

• The process for obtaining licences to generate energy from renewable sources will be simplified.

• The draft law on energy communities was passed in the first reading. It establishes the legal framework enabling individuals, households, businesses or local authorities to form an energy community and jointly produce, consume, store or manage energy, particularly energy from renewable sources.

• The modernization works on the district heating systems in Chisinau and Balti are to be declared works of public utility and national interest. The draft was passed in the first reading.

• New rules will apply to the packaging of tobacco products.

• The limits on foreign exchange transactions without authorization from the National Bank of Moldova will be raised in stages. The draft was passed in the second reading.

• The regulatory framework for civil protection and fire safety will be brought into line with European standards.

• The legal framework on the integration of foreign nationals in Moldova was passed in the first reading. The draft law provides for the establishment of an inter-institutional working group on the inclusion of foreign nationals in integration programmes and measures.

• The parliament passed, in the first reading, legislative measures to strengthen the independence of the National Bank of Moldova, in line with European standards.

• The national legislation on electronic evidence will be brought into line with international standards. A draft law introducing legislative amendments meant to reduce the time taken by the authorities to get electronic evidence held by service providers in other countries was approved in the first reading.

• The parliament adopted legislative amendments to make the procedure for selecting and appointing candidates for the position of judge at the Constitutional Court more transparent.

• The parliament approved, in the second reading, the draft law amending the Law on the Finality of Settlement in Payment and Financial Instrument Settlement Systems. The amendments aim to strengthen the transparency and stability of the national financial system, by incorporating the latest European regulations.
