Parliament to ratify new agreement between Moldova and Romania on strategic transport infrastructure

Chișinău, September 23, 2026 – An Agreement between the Government of the Republic of Moldova and the Government of Romania on matters related to the construction, operation, maintenance, and repair of transport infrastructure of strategic interest in both states will be submitted to Parliament for ratification. The document was reviewed at a meeting of the Committee on Economy, Budget and Finance.

The Agreement was drafted in the context of connecting the road network of the Republic of Moldova to the Trans-European Transport Network (TEN-T), as well as implementing coordinated control at the state border crossing point located on Romanian territory.

The new Agreement will replace a similar document concluded in 2022 between the Republic of Moldova and Romania, which regulated the operation, maintenance, and repair of the road border bridge over the Prut River between the localities of Ungheni - Ungheni.

The need to conclude a new agreement emerged during the implementation of the initial bridge construction project, when new opportunities for infrastructure development were identified. These include adjustments to the way border-crossing control is carried out, as well as the possibility of extending preferential financing for the project by the European Union. Accordingly, the construction phase of the final section of the A8 Târgu Mureș–Iași–Ungheni Motorway was included: the Iași–Ungheni section on Romanian territory and the first section of the Ungheni–Chișinău–Odesa motorway on the territory of the Republic of Moldova, including Berești intermodal railway terminal.

Under the Agreement, the Government of Romania will ensure financing for the construction of the bridge and related infrastructure, the state border crossing point located on Romanian territory, as well as the infrastructure elements provided for in the Agreement, including investments located on the territory of the Republic of Moldova. The estimated cost of the investments is €56 million. At the same time, the Government of the Republic of Moldova will finance the construction of the motorway section between the abutment of the bridge over the Prut River and national road R16. The road is 0.5 kilometers long, and the necessary investment is estimated at €5 million.

The implementation period for the works is scheduled to run until the end of 2030.
