Civil protection and fire protection to be regulated by rules aligned with European standards

Chișinău, September 23, 2026 – A draft law providing for the improvement of the regulatory framework in the civil protection and fire protection was examined at today’s meeting of the Parliamentary Committee on National Security, Defence and Public Order.

The document proposes updating the regulatory framework in the civil protection and fire protection in line with the provisions of the Law on Crisis Management. The amendments aim to transition to an integrated model for managing risks and disasters, based on the stages of prevention, preparedness, response and post-disaster recovery.

The proposed amendments seek to strengthen the role of the Ministry of Internal Affairs and the General Inspectorate for Emergency Situations (IGSU) as the competent national authorities in the field of civil protection. In this context, it is proposed to extend the IGSU’s powers regarding the coordination of risk assessment, disaster prevention and preparedness processes, as well as the implementation of decisions adopted by the Government and the National Crisis Management Commission. The IGSU’s responsibilities in the fields of urban planning and construction will also be updated. The institution will issue advisory opinions during the acceptance of construction works and participate in risk assessment processes.

At the same time, the draft provides for the establishment of an information-sharing mechanism among authorities, including through interoperable platforms. This will enable the exchange of data on risks, response capacities and the preparedness level of the structures involved.

Another provision of the draft concerns the regulation of the training and certification of specialists in the field of civil protection and fire protection. Thus, responsibility for training in civil protection for staff within central and local public administration authorities, civil protection formations, economic operators and non-commercial organizations will lie with the heads of these entities. Training will be carried out according to the specific nature of the activity and in accordance with the preparedness measures approved annually by the Government.

Other amendments concern the introduction and regulation of integrated disaster risk planning, as well as reporting on the occurrence of disasters, their causes and effects, and the measures taken to eliminate their consequences. The draft also provides for the addition of a chapter on disaster insurance to the Law on Civil Protection.

The draft law was prepared by the Ministry of Internal Affairs and is included in the National Program for the Accession of the Republic of Moldova to the European Union for 2025–2029, with a view to harmonizing national legislation with the EU acquis in the civil protection.

The draft is to be examined in the first reading by Parliament.
