Clearer, more visible health warnings on tobacco products' packaging in Moldova

Chisinau, September 23, 2026 – Health warnings on tobacco products’ packaging will be clearer and more visible. The parliament will examine, in the first reading, a draft law on tobacco control, which transposes European regulations into national legislation.

The document, drafted by the Health Ministry together with the National Public Health Agency, establishes how health warnings will be placed on different types of packaging and sees that products’ names and trademarks will not be able to  cover or reduce the visibility of these messages.

The list of health warnings applied to these products will also be expanded. The following messages will be displayed on tobacco product packaging: “Smoking causes cancer of the mouth and throat,” “Smoking can kill the unborn child,” “Your smoke harms your children, family and friends,” and “Quit smoking – stay alive for your loved ones.”

The government will also approve a library of images containing health warnings combined with the information that must be printed on unit packets and any external packaging of tobacco products meant for smoking.

The requirements applicable to related tobacco products will also be amended. Unit packets and external packaging of electronic cigarettes and refill containers will have to contain a list of all ingredients, in descending order by weight, as well as information about flavorings, the nicotine content delivered per dose, the batch number and a recommendation to keep the product out of the reach of children.

If scientific evidence shows that a particular tobacco product contains additives that significantly or measurably increase its toxic effect or addictive potential, the government may prohibit its placing on the market.

The draft law also contains other provisions that continue to harmonize the legislation of Moldova with European Union regulations and contribute to fulfilling the commitments undertaken during the accession process. They include clarifying terms related to advertising, sponsorship and the import of tobacco products and related products.

For the most part, the new legislative provisions will enter into force on the date of the Moldova’s accession to the European Union, with the exception of certain articles.
