DOC // President revokes citizenship of former SIS deputy head

President Maia Sandu has revoked the citizenship of the former Deputy Director of the Intelligence and Security Service (SIS), Alexandru Bălan. A presidential decree to this effect was signed yesterday by the head of state.

The document enters into force on the date of signing and can be challenged in a court of law.

Alexandru Bălan was detained in Romania in 2025 following an international investigation into suspicions of espionage and treason, in which several European states took part.

According to official information, in the period 2024–2025 he allegedly met twice in Budapest with officers of the Belarusian secret service, being paid for his services and receiving new instructions. Details about the amounts involved have not been made public.

On April 15 this year, he was convicted in absentia to one year and six months in prison for attempted disclosure of state secrets, in a case opened in the Republic of Moldova. The defendant admitted his guilt and requested that the case be examined under a simplified procedure.

Alexandru Bălan was extradited to the Republic of Moldova, pardoned by presidential decree, and released in exchange for two SIS employees detained in Russia, who were facing severe prison sentences.
