Government approved action plan for 2025–2026 heating season

The cabinet of ministers has approved action plan for the preparation of the 2025–2026 heating season. The document includes 48 measures aimed at ensuring stable energy supplies for the entire country during the cold season, including through the diversification of natural gas supply sources and strengthening energy security.

The plan sees purchasing natural gas from multiple sources, using alternative transport routes, and monitoring the necessary deliveries for the left bank of the Dniester. Moreover, according to the document, by 1 November 2025, Energocom will replenish natural gas security stocks to at least 15% of the average annual consumption.

In case natural gas supplies to the left bank are halted, the plan provides for accessing financial support worth 60 million euros made available to the population of the Transnistrian region by the European Union.

Other measures included in the plan involve the commissioning of the Vulcănești–Chișinău high voltage line by late 2025 and launching by the end of October a competitive tender for the annual procurement of electricity.

At the same time, there are plans to supply Moldova, if needed, from Romania's National Power System via the 110 kV power line, as well as to implement energy efficiency measures in public buildings by mid-October.

The document also includes a comprehensive analysis of the regional energy context, with references to data provided by the International Energy Agency and the European Commission.

Since 2022, the Ministry of Energy has been annually developing the action plan for the preparation of the heating season as part of the national strategy for reducing vulnerabilities in the energy sector.
