Government backs licensing of grain and oilseed imports by 31 October 2026

The Government supports the introduction of import licensing for cereal and oilseed crops until 31 October 2026 as a temporary measure to protect domestic agricultural producers, with no possibility of extending the deadline.

Prime Minister Tofan said at the Government meeting that this is not an easy decision, because through this measure the state restricts cheaper imports on the local market, which also has negative consequences.

"We are trying to limit cheaper imports on the local market. At first glance, it seems like a very easy decision and it aims to protect cereal exporters. However, this decision also has costs: on the one hand, we help local grain producers, and on the other hand, other industries are affected, for example the milling industry and livestock farming. In these two months we are giving a helping hand to grain producers, but in the long term, the principle we must follow is that the state should intervene as little as possible," said Tofan.

The measure will allow the monitoring of market developments, the management of import flows and the assessment of the impact of imports on domestic producers. It will be applied in a proportional, transparent and non-discriminatory manner.

The decision to temporarily introduce licensing for imports of grain and oilseed crops has been on the Prime Minister’s agenda for several weeks. During this period, Vasile Tofan met with representatives of several associations from different branches of agriculture, seeking solutions that reflect the interests of the entire sector and provide a balance between the needs of all parties involved.
