Information session for businesses on both banks of Dniester on application of VAT and excise duties to goods imported into Moldova

On August 14, 2026, an information session was organized on the platform of the Chamber of Commerce and Industry of the Republic of Moldova for economic agents from both banks of the Dniester River, during which the legal provisions applicable to goods introduced into the Republic of Moldova were presented, as well as the requirements and procedures related to import and export operations.

Representatives of the competent institutions, the Customs Service, the State Tax Service and the Public Services Agency informed economic agents from the Transnistrian region of the country about the regulatory framework regarding the application of value added tax (VAT) and excise duties, as well as the tax and customs aspects related to their activities.

In addition, economic agents in the region were informed about how to fill in VAT and excise returns, the use of the Information System "Taxpayer's Personal Cabinet", the customs clearance process of goods by the customs authorities of the Republic of Moldova, and other elements.

It was emphasized that the application of VAT and excise duties, as well as the elimination of tax facilities, will be carried out gradually. The existing facilities are temporary in nature and will fully expire on January 1, 2030, so that the tax regime at the national level will be standardized.

The ultimate objective of this process is to ensure the full application of the general customs and tax regime provided by the legislation of the Republic of Moldova to all goods imported by economic operators based in the Transnistrian region, under conditions equivalent to those applicable to economic agents in the rest of the country. Achieving this objective will contribute to strengthening tax equity, eliminating existing competitive distortions on both banks of the Dniester River, increasing budget revenues, and integrating the Transnistrian region into the single economic, tax and customs area of the Republic of Moldova.
