Public service function report for 2025: more professional development opportunities for employees in Moldova

The State Chancellery has prepared the annual Report on the Public Service and the Status of the Public Servant for 2025, which highlights the main developments in human resources’ management in public administration.

According to the report, as of 1 January 2026, a total of 57,954 people were employed in the public service, of whom 15,593 public servants with general status. As many as 63 per cent of them work in central public administration. Women account for 55.3 per cent of all public service employees and the average age of public servants is 46.3 years.

In 2025, a total of 3,132 vacant public service positions were filled, while competition for public service positions increased to 2.6 candidates per position, the highest level recorded since 2020. At the same time, 13,028 public servants benefited from professional development activities, with the training rate reaching 83.6 per cent.

The report also highlights the strengthening of the regulatory and institutional framework, including through the creation of the National Institute of Public Administration and Management, the approval of the Professional Development Programme for 2025–2027 and the preparation of the information system for human resources’ recordkeeping and management. For the first time, the report includes systemic feedback instruments on professional satisfaction and the perception of human resources specialists. The professional satisfaction questionnaire was completed by more than 4,000 public servants.

For the coming period, priorities focus on attracting and retaining qualified staff, digitalizing human resources processes and strengthening professional development in the public service.
