Particip.gov.md – single platform for public consultations modernized by Government so that citizens can submit proposals more easily and quickly
Citizens, civil society and the business community will have simpler and faster access to information on decisions proposed by public authorities. The Government has approved the Concept and the Regulation on functioning of the national public participation portal – particip.gov.md.
The particip.gov.md portal will be modernized and strengthened as an official information system. It will become the single access point for information about public consultations and the stages through which draft decisions pass.
Currently, information on public consultations is published in different sources and not always in a uniform way. The new system will centralize this information so that people can more easily follow the path of a decision – from initiation and public consultation to the examination of recommendations and adoption.
Each draft decision will have an electronic file. It will include the relevant documents, the comments and recommendations received, a summary of the proposals, the authorities’ responses and information on the stage at which the draft is found.
For citizens, this means greater clarity and easier access to information. Interested persons will be able to identify more quickly the drafts subject to public consultation, subscribe to fields or authorities of interest, and receive notifications when new information appears. They will also be able to submit recommendations online and track how their proposals are examined.
“Authorities will be obliged to examine and respond to these proposals and in this way we will make decision-makers more accountable,” Secretary General of the Government Alexei Buzu said.
For public authorities, the portal will simplify the organization and monitoring of public consultations. Information on draft decisions will be better structured and their record will be clearer.
By modernizing the portal, the decision-making process will become more open, more predictable and easier to monitor, while public participation will be simpler, more efficient and more accessible for all interested parties.
