Moldova accedes to convention in marine environmental protection sector
The parliament has ratified the International Convention on the Control of Harmful Anti-fouling Systems on Ships, which aims to reduce the harmful effects that certain paints and treatments applied to ship surfaces can have on the marine environment and human health. These systems are used to prevent marine organisms from attaching to the hulls of ships; however, some of the substances used in the past, particularly organotin compounds, can be toxic and may enter the food chain.
By acceding to the Convention, Moldova will adopt international requirements concerning the control of anti-fouling systems used on ships, including the ones related to inspection, certification and compliance verification. These measures will contribute to strengthening the national framework for marine environmental protection, maritime transport safety and the exercise of the control powers of the flag State and the port State.
The member states undertake to prohibit or restrict the use of harmful anti-fouling systems and to verify compliance with these rules. Ships will be subject to inspection and certification procedures and, depending on their type and size, must hold either an international certificate or a declaration concerning the anti-fouling system used.
The legislative initiative was proposed by the Infrastructure and Regional Development Ministry. The AFS Convention 2001 is widely implemented internationally. Since its entry into force in 2008, the number of States Parties has exceeded one hundred.
