Voted in first reading: Railway of Moldova state enterprise to be reorganized by late 2026
Chisinau, September 17, 2026 – The Railway of Moldova (CFM) State Enterprise will be reorganized by December 31, 2026. The parliament has passed a draft law providing for this first reading.
The draft on the reorganization of Railway of Moldova State Enterprise was drafted by Infrastructure and Regional Development Ministry, in accordance with the Reform Agenda related to Moldova’s Growth Plan for 2025–2027. The authors state in the document’s explanatory note that “the purpose of the reorganization is to create a more economically and administratively efficient entity that will support the development of Moldova’s railway infrastructure and improve the quality of transport services.”
According to the document, Railway of Moldova State Enterprise will be reorganized into the Joint Stock Company “CFM-Infra.” The reorganization does not entail a privatization process and does not involve transferring control of the railway infrastructure to private individuals or entities. JSC “CFM-Infra” will have fully state-owned capital, while the railway infrastructure will remain under state control.
The reorganization procedure will include more stages, including the establishment of the institutional mechanisms necessary for its implementation; the inventory, delimitation and valuation of assets; the implementation of measures to protect creditors and the transfer of rights and obligations, including employment relationships, among others.
As a result of the reorganization, private operators will be granted access to the infrastructure under non-discriminatory and transparent conditions. Thus, the private sector will be able to operate its own freight trains by paying an infrastructure usage fee.
The reorganization of the CFM is provided for in the Railway Transport Code, adopted by the parliament in 2022. The reorganization process began with the establishment of the Joint Stock Company Railway of Moldova ‘Passengers and Freight.’” Thus, completing the reorganization of JSC “CFM-Infra” will enable the separate operation of railway infrastructure and transport activities, with rules and financing mechanisms adapted to each.
