One-off allowances of up to 4,000 lei for public sector employees; Moldovan parliament adopts rectification of 2026 state budget

Public sector employees with an average monthly income of up to 20,000 lei will receive a one-off allowance of up to 4,000 lei. On this purpose, 560 million lei has been allocated from the state budget. The parliament voted, in the second reading, on the amendments to the State Budget Law for 2026 and the providing of exceptional one-off payments.

Thus, teachers will receive a one-off allowance of 4,000 lei. Employees in the fields of national defense, public order, healthcare, culture, sports, local public administration and justice will receive financial support of 3,000 lei, while technical staff, security guards, cooks and auxiliary personnel will receive a one-off allowance of 2,000 lei.

According to the draft revision of the state budget for 2026, total expenditures will increase by 2.77 billion lei and exceed 103.34 billion lei. In addition to the funds allocated to support public sector employees, transfers to the state social insurances’ budget will increase by 1.67 billion lei, of which 550 million lei is meant to provide energy compensation in the form of monetary payments.

Additional financial resources amounting to one billion lei were also allocated to the National Fund for Regional and Local Development for the completion of nationally significant infrastructure projects. The Road Fund has been increased by 300 million lei. Expenditures will also increase to cover the salary needs of institutions financed from the state budget and educational institutions subordinated to local public authorities. At the same time, expenditures related to projects financed from external sources have been reduced.

During the examination of the draft law, MPs submitted 22 amendments providing for additional expenditures of approximately 3 billion lei and reallocations of 527.8 million lei. Some of them were accepted after being sent to the government for analysis. Thus, following a proposal by Deputy Parliament Speaker Doina Gherman, 600,000 lei was allocated for the renovation of the Center for Adolescents with Autism and Rare Diseases, managed by the A.O. “Copiii Ploii” (Rain’s Children) association from Chisinau. In addition, following a proposal by MP Maxim Potîrniche, an additional 5 million lei was allocated to complete the renovation works at the Social Innovation Center—a co-working space provided to youth organizations from Chisinau. The center has an area of approximately 4,000 square meters and will host around 50 organizations. Additional funds were also allocated for the renovation of the Grigore Brasoveanu Sports School from Nisporeni. It is attended by 678 children who practice eight sports.

At the same time, state budget revenues have been increased by 600 million lei, reaching 80.27 billion lei.

The budget revision will enter into force on the date of its publication in the Official Journal.
