Moldovan parliament denounces agreement with Commonwealth of Independent States on interlibrary lending

The parliament has denounced the agreement on interlibrary lending within the Commonwealth of Independent States (CIS).

The treaty regulates the physical exchange of publications between the documentary collections of national libraries from CIS member states. The proposal to denounce the agreement was submitted by the Culture Ministry, which says that most exchanges and library cooperation mechanisms are currently carried out digitally, while the system provided for by the agreement involves high costs for the international shipment of physical publications.

The National Library of Moldova will be able to continue its international cooperation, including with libraries of CIS member states, through international professional networks such as IFLA (International Federation of Library Associations and Institutions) and EBLIDA (European Bureau of Library, Information and Documentation Associations).

“In the context, maintaining the mechanisms established within the CIS is no longer considered necessary, particularly in light of the geopolitical developments in the region and the reorientation of Moldova’s foreign policy priorities,” the Culture Ministry notes.

The agreement was signed in Rostov in 1999 and is accompanied by an additional protocol, which has also been proposed for denunciation. The initiative is part of the process of reviewing treaties concluded under the CIS framework and is driven by the ineffectiveness of its implementation for the benefit of Moldova.
