Voted in second reading: financial resources allocated to medical services to increase in Moldova
The parliament has voted, in the second reading, on amendments to the Law on the Mandatory Health Insurance Funds for 2026.
According to the document, the revenues and expenditures of the Mandatory Health Insurance Funds (FAOAM) will each increase by 167.45 million lei, or 0.9 per cent. As a result, FAOAM revenues will amount to 18.99 billion lei, while expenditures will total 19.38 billion lei.
The Labour and Social Protection Ministry says that FAOAM revenues are increasing due to the higher number of people who have paid the fixed health insurance premium, as well as increased receipts from the single tax levied on residents of information technology parks and independent entrepreneurs. Voluntary donations from external sources for medical services provided to refugees from Ukraine have also increased.
As a result, the Fund for the Payment of Medical and Pharmaceutical Services has been increased by 167.45 million lei. Thus, an additional 157.04 million lei has been allocated to inpatient medical care. Consequently, the volume of acute cases treated, cardiac surgeries, cataract operations and other procedures will increase. Additional financial resources are also earmarked for cardiac, neurological, orthopedic and pediatric rehabilitation, as well as for dialysis and radiotherapy sessions.
Additional financial resources for primary healthcare have increased by 2.91 million lei, while funding for emergency pre-hospital care has increased by 1.48 million lei. Another 6 million lei was allocated to improve public access to palliative care services, including support for patients with advanced chronic illnesses and those with other diseases carrying a limited prognosis.
Following the adjustment of the FAOAM budget for 2026, the deficit stands at 3.85 billion lei.
The adjustment of the FAOAM budget will enter into force on the date of its publication in the Official Journal.
