Clear requirements for classification, labelling of chemical products in Moldova
The draft law aimed at aligning the national framework with European Union regulations on the management of chemical substances, as well as strengthening measures to protect public health and the environment was adopted in the second reading today.
The draft law introduces legislative requirements for the classification, labelling and packaging of chemical substances and mixtures. Accordingly, chemical products marketed in Moldova must meet the established requirements before being placed on market, while labels will clearly indicate the hazards and precautionary measures, including through hazard pictograms, signal words and hazard and precautionary statements.
Another provision concerns the responsibilities of importers, distributors and companies that use chemical substances and mixtures as part of their activities. They are required to provide the National Public Health Agency with the information necessary to manage health emergencies when placing on the market mixtures classified as hazardous to health.
The draft law updates provisions concerning permits for chemical products and introduces new sector-specific concepts, such as the use or exposure category, exposure scenario, importer and recipient of a substance or mixture.
The draft law, prepared by Environment Ministry, will enter into force, with some exceptions, nine months after its publication in the Official Journal of Moldova.
