Future lawyers, together with MP of first Moldova's parliament, experiment lawmaking process
Chisinau, September 20, 2026 – A group of law students from more universities of Chisinau have visited the parliament of Moldova and took part in an interactive activity dedicated to democracy, civic participation and the parliamentary decision-making process.
The students, members of the European Law Students’ Association (ELSA Moldova), learned about the history of the parliament and the milestones that shaped the development of the legislative institution. Alexandru Arseni, a member of the First Parliament of Moldova and one of the signatories of the Declaration of Independence, spoke to them about these topics.
A university professor and constitutional law specialist, Alexandru Arseni discussed with the young people the sovereignty of the state, the role of the parliament in a state governed by the rule of law and the principles of democracy. The fundamental values guaranteed by the state were also addressed, as well as the role and responsibility of MPs in the decision-making process.
The knowledge acquired was put into practice through a simulation exercise of a plenary meeting, during which the students took on the roles of lawmakers and participated in debating and adopting a symbolic draft resolution. In accordance with the procedure of a plenary meeting, the activity started with the honoring of the State Flag.
The draft examined by the young people focused on the involvement of the younger generation in promoting the values of independence and democracy. The students presented arguments, debated the provisions of the draft and took part in the decision-making process. In the end, the document was adopted unanimously.
For the future lawyers, the exercise was an opportunity to experiment, in a practical framework, the stages involved in debating and adopting a decision in parliament, and to better understand the responsibility of elected representatives, as well as the importance of citizens’ participation in public life.
The activity is part of a string of events organized by the parliament, in the context of the International Day of Democracy, marked annually on September 15. Established by the United Nations in 2007, this day promotes the values of democracy, respect for fundamental rights and freedoms and citizens’ participation in public life.
Throughout September, the parliament is organizing more activities dedicated to democracy, giving visitors the opportunity to learn more about legislative activity, interact with representatives of the institution and discuss the role of civic engagement in a democratic society.
