
Work of scientific, technological parks, innovation incubators to be improved in Moldova
Chisinau, 29 June /MOLDPRES/ - The creation of scientific and technological parks and innovation incubators will be simplified and residents will benefit from more stimuli, under a draft law approved by the cabinet today. The document provides for predictability for potential investors, boosts the implementation of innovations and technological transfer and ensures a more efficient use of resources earmarked for the concerned sectors.
According to the government’s communication and protocol department, innovational products will be elaborated and fabricated at the scientific and technological parks and innovation incubators, based on the results of the research and transfer of technologies; economic agents which get involved in the implementation of the results of the research and appropriation of new technologies will be backed, investments will be attracted to carry out projects on this segment. At the same time, the government is willing a more active involvement of small- and medium-sized enterprises, as well as of students, doctoral students, post-doctoral students in the concerned activities.
The document extends the list of entities which can set up scientific and technological parks, as well as innovation incubators. Not only the clusters, but also the central and local public authorities, associations created under agreement on association, higher education institutions will have this right. The decisions on creation will be taken by the government.
The managers and residents will benefit from new stimuli. The state, through the central and local public authorities, will be able to provide for free of charge use public property real estate for the creation and development of scientific and technological park and/or of innovation incubator. At the same time, there will be cuts in the calculation of the payment for rental/lease and the in the first two years of work, residents will be exempted from this payment.
The draft law also contains the criteria of assessing the projects for implementation within the parks and incubators, terms of carrying out and conditions for their extension. It draft also comprises the cases when the title of resident is withdrawn and the concerned procedure.
