Irina Gutnic arrived at Chisinau city hall to resume duties as deputy mayor

Irina Gutnic arrived at Chisinau City Hall this morning to resume her duties as deputy mayor, based on a ruling by the Centru Court of Appeal. She was met by representatives of the institution, who announced that her mandate had expired today and had not been extended, and that her access to her office had been restricted.

At City Hall, Irina Gutnic was accompanied by a bailiff, citing the enforceable decision of Centru Court of Appeal, which suspended the previous order dismissing her.

Valeriu Bogdan, head of the Legal Directorate of the capital’s City Hall, stressed that the institution had taken note of the Court of Appeal’s decision. He also emphasized that the deputy mayor’s mandate had expired today and had not been extended. An order to this effect, signed by Mayor General Ion Ceban, was presented to Irina Gutnic.

“There is an act issued by the Court of Appeal suspending the mayor general’s order, but there is no court act ordering Irina Gutnic’s reinstatement. Today, a new order was issued establishing the termination of the deputy mayor’s mandate on the grounds that the four-year term had expired,” Valeriu Bogdan said.

Irina Gutnic called the decision “illegal” and said that she intended “to continue serving as deputy mayor.”

“I have reviewed the mayor general’s order. This is a serious violation and defiance. Under the law, I should have been granted access to my workplace, rather than having another illegal act committed. I will continue to take action. According to the court’s decision, I am the deputy mayor, and I will continue working for the benefit of the community. No one will restrict my access to this position,” Irina Gutnic remarked.

Representatives of the capital’s City Hall insisted that she leave the institution’s premises, stating that her office had been assigned to other employees.

Irina Gutnic was dismissed from her position as deputy mayor of the capital on May 11, 2026. She called the decision illegal and challenged it in court. The Court of Appeal admitted Irina Gutnic’s appeal.

She had held the position of deputy mayor since 2022. Before that, Irina Gutnic was the general director of Apa-Canal Chisinau.
