Irrevocable decision: Parties of Shor Bloc remain out of electoral race

The Supreme Court of Justice (CSJ) has concluded the electoral dispute regarding the participation of the parties Chance, Alternative and Rescue Force of Moldova and Victory in the snap parliamentary elections. The judges rejected the appeals filed by the formations, citing non-fulfillment of the procedural requirements provided by legislation.

The CSJ's decision confirms the rulings of the lower courts and the Central Electoral Commission, through which the three parties—all part of the political bloc of fugitive oligarch Ilan Shor—have been excluded from the electoral competition.

According to the court, the parties did not submit the documentation in accordance with the legal requirements, which led to the definitive rejection of their requests to be registered in the electoral race.

The judges note that the appeal filed by the representatives of the three parties contains "objections of fact and law, which were thoroughly analyzed by the Central Court of Appeal and assessed accordingly."

"(...) The petitioners' criticisms, as formulated, do not fall within any of the grounds for admissibility of the appeal provided by article 2451 of the Administrative Code and therefore, are not capable of influencing its admissibility (...). Criticisms regarding the violation of electoral rights, freedom of expression, and freedom of association are also unfounded. The right to be elected is not absolute; it may be conditioned by the fulfillment of objective, non-discriminatory and predictable legal requirements intended to ensure the integrity of the electoral process. The applied measure does not sanction political ideas, dissolve or ban parties, but notes the inability to participate in a specific election due to the untimely fulfillment of an essential procedural requirement. Discrimination cannot be claimed as all potential competitors were subject to the same legal regime, and the difference in treatment stems from the difference in compliance with the obligations established by law (...)," the CSJ ruling states.

As a result, the Shor Bloc remains without direct representation in the election, and its members and supporters will not be able to compete under the logo of the three parties.

The decision of the Supreme Court of Justice is irrevocable and has immediate legal effects.

On 28 September 2025, parliamentary elections will take place in Moldova. 35 political parties are eligible to participate in the election.
