Moldovan PM refers to goals set by government: economic growth, EU accession's acceleration, peace, security at home
The government works 365 days a year on initiatives, projects and decisions aimed at achieving the three main objectives of its mandate: economic growth, faster EU accession and peace and security at home. Prime Minister Alexandru Munteanu today made statements to this effect, providing details about the actions taken so far by the cabinet of ministers and the goals set for the next period.
The prime minister said that, in economic terms, the cabinet had approved a Responsible Investment Budget, which increases capital investments by 55 per cent to 3 billion lei – the highest level in recent years. It also increases investments in business environment programmes and provides larger funds and capacities for major local development projects, which also mean new jobs in rural areas.
“Economic growth does not happen overnight, but there are positive signs and we will continue to act to stimulate the economy. Even though earlier forecasts showed a 2.2-per cent growth, after the first 11 months, we have an economic growth of 2.7 per cent,” the official said at a news conference held after today’s government meeting.
At the same time, the authorities are implementing a de-bureaucratization package, by simplifying permitting documents, with around 100 documents to be simplified or eliminated. The Freelancers’ Law, which will enter into force on 1 January 2026, will allow individuals carrying out economic activities to register officially, easily, without creating a company and pay a single tax of 15 per cent.
In 2025, resident companies of the Moldova Innovation Technology Park (MITP) exceeded for the first time a turnover of 1 billion US dollars, recording an increase of 24.3 per cent compared to 2024 and almost 10 times more than in 2018, when the Park was established.
The prime minister also pointed out that inflation is declining and the National Bank has repeatedly reduced refinancing rates.
“We are making important progress in education, in energy, in infrastructure development and in health services. We are moving forward with de-bureaucratization and deregulation because we want creative entrepreneurs. This is part of the measures to restructure or recover the economy and it is only one part, because it allows us to create more jobs and secure better incomes,” the official underlined.
Alexandru Munteanu also referred to the progress in the process of European integration.
“We are advancing on the European path – on 15 December we received good news, as Moldova is opening technical negotiations for 3 of the 6 clusters of chapters (1, 2 and 6). We adopted over 70 legislative acts in December 2025 alone. The technical process has been unblocked, which will allow us to move forward at each stage of the negotiations. There are thousands and thousands of pages of legislation. There is a huge amount of technical work,” the PM noted.
In the energy sector, the prime minister stressed that the authorities continued to act firmly and strategically, in order to complete key power lines that will ensure full energy independence. According to him, Moldova managed within a few hours to resolve a massive power outage in the country precisely thanks to the strategic actions taken by the government and the interconnection with the European market, with Romania.
At the same time, the authorities managed to avoid a kerosene crisis after the sanctions imposed on Lukoil, and they are now in the process of taking the airport’s oil terminal into state ownership.
In the field of infrastructure’s modernization, by the end of 2025, a total of 226 local development projects had been completed, targeting water and sanitation systems, kindergartens, medical centers, schools, street lighting and modern, renovated sports grounds and playgrounds. Alexandru Munteanu noted that another 662 projects were planned to continue in 2026.
Roads’ modernization works are also advancing, with repairs to national and local routes, and the authorities are making efforts to repair as many kilometers of road as possible in 2026.
As for the protection of families with children, the government has allocated financial resources for more nurseries. While 241 new places were created in 2025, the plan is to add 5,000 new nursery places in 2026–2027. The budget increased from 18 million lei in 2025 to 385 million lei for the next two years – a budget 20 times larger, Alexandru Munteanu said. At the same time, the budget for providing free meals was increased by 238 million lei and by 41 million lei for kindergartens’ renovation.
Also, in this cold season, over 53 per cent – more than half of the eligible households – will receive the maximum compensation of 800 lei for firewood or 1,000 lei for district heating, natural gas or electricity.
In addition, the authorities are extending allocation benefits to young specialists who choose to continue their careers in vocational and technical education, as well as those who go to research institutes or become lecturers in higher education. To ensure access to quality education for all children, the government will provide financial support of 1,000 lei per month for 2 years for students who will attend larger schools, free school bus transport, as well as relocation allowances for teachers who choose to move to another school.
Also, funds for free meals have been supplemented, as well as for the renovation of kindergartens and an extension of the allowance programme for performance athletes and young people aged 13–23 has been approved.
In the culture field, the government has allocated additional funds, so that more young specialists can benefit from one-off employment allowances of 90,000 or 120,000 lei. At the same time, our country has joined the European Creative Europe programme, through which the country will have access to international funding and projects. One of the objectives set by the authorities is the reconstruction of the National Philharmonic as soon as possible.
“There are many other projects we are working on that will bring economic growth, prosperity and new opportunities for our citizens,” Alexandru Munteanu added. The PM emphasized the need to consolidate efforts around the common goals, in order to ensure their implementation. “The things we do are not always visible in the way we would like and they do not have immediate effects, but I want to tell you that all the energy of this cabinet is directed toward doing good things, maybe not overnight, but gradually and patiently, because there is no other way. And I am sure that we will succeed. There is no way we will fail, if we all unite our forces and work,” Prime Minister Alexandru Munteanu concluded.
