VIDEO // Munteanu Government sworn in

New Cabinet of Ministers of the Republic of Moldova, led by Prime Minister Alexandru Munteanu was sworn in at the Presidency in the presence of Head of State Maia Sandu and Speaker Igor Grosu. The ceremony took place after the Parliament gave a vote of confidence to Munteanu Government on Thursday evening and approved EU, Peace, Development governing program.

President Maia Sandu thanked Munteanu Government for taking responsibility during a challenging period for Moldova and the entire region:

"You embark on this journey with the responsibility to meet the high and rightfully justified expectations of the people. After years in which we had to manage multiple crises and challenges, starting today, we need a government that focuses more on development, one that will successfully transform Moldova into a modern European state.

It is essential that, in the coming period, you direct your efforts towards improving governance in all areas by promoting efficiency and integrity, as well as by enhancing the quality of public policies and services.

Additionally, it is necessary to continue the process of strengthening resilience, firstly within the state institutions and also throughout society as a whole. Only thus can we continue to face the risks and threats the country encounters."

Munteanu Cabinet was supported by 55 deputies of the PAS parliamentary majority after a marathon session of over eight hours, during which the designated Prime Minister presented the new Executive's priorities and answered the deputies' questions.



 

"I urge us to unite our forces for the well-being, prosperity, and European path of Moldova. Citizens have set a clear direction – a better life, safety, and full integration into the European Union. Our mission is to make the benefits of integration felt by the people even before the formal completion of the process," declared Alexandru Munteanu in the Parliament plenary session.



The Prime Minister emphasized that the new Government represents "a team of professionals, combining experience and continuity with new energy and competence," ready to lead Moldova in the decisive stage of EU accession.

"I have come with an olive branch. I believe in consolidation, not confrontation. I did not come to divide, but to unite. Criticism is natural in a democracy, but wishing for the Government's failure would be disastrous for the country. Because if the Government fails, Moldova loses. I did not come to fail – I came to fight for Moldova's well-being, prosperity, and European future," said Munteanu.

A Government for European Integration

 EU, Peace, Development governance program sets as its primary objective the completion of EU accession negotiations by 2028, the modernization of the economy, consolidation of the rule of law, and raising the citizens' standard of living.

"The most important result of recent years is the regained hope. Moldova has shown it can be a dignified, free, and respected state. Now, we need to take the next step: full integration into the European Union and turning this path into a tangible benefit for every citizen – well-paid jobs, investments, modern public services, and an administration that works for the people," declared the Prime Minister.

The Government's priorities include investments of up to 4 billion euros, infrastructure modernization (including the construction of 4 bridges over the Prut River and rehabilitation of 3,000 km of roads), 9 billion lei community investments, increasing salaries and pensions, modernizing hospitals and schools, and finalizing the evaluation of judges and prosecutors as part of cleaning the justice system.

In the coming years, a priority for Moldova will also be full interconnection with the EU energy market. Authorities also plan to continue and develop the European Village and European Courtyard programs, with investments of at least 9 billion lei in communities across the country.

The new Government further intends to invest at least 6 billion lei in kindergartens, schools, and universities, double scholarships for students, and modernize hospitals.

According to the Prime Minister, among the sectoral priorities are also efficient governance through the modernization of central and local public administration, protection of cultural heritage, ensuring a clean environment, reintegration and social cohesion, as well as promoting a smart and responsible foreign policy.

Munteanu Cabinet Composition

Munteanu Government will have 14 ministries and five deputy prime ministers, two without portfolio – for European Integration and Reintegration. The governmental team includes new names as well as people retaining their roles from the previous Cabinet. Alexandru Munteanu declared this is "a professional team, capable of preparing Moldova for EU accession in the coming years."

Cristina Gherasimov will retain the position of Deputy Prime Minister for European Integration. She held the same role in Recean Government, starting February 2024. Previously, Gherasimov was State Secretary at the Ministry of Foreign Affairs and European Integration and foreign policy and European integration advisor to the President of Moldova.
 Leading the Ministry of Foreign Affairs will continue to be Mihai Popșoi, who will also serve as Deputy Prime Minister. He held the same post in the Recean Cabinet since January 2024. Previously, Mihai Popșoi was a Parliament Deputy and Vice President.
 Vladimir Bolea will be Deputy Prime Minister and Minister of Infrastructure and Regional Development, a position held since 2024. He previously led the Ministry of Agriculture and Food Industry and was a Parliament Deputy.
 Another Deputy Prime Minister position will be held by Eugen Osmochescu, who will lead the Ministry of Economic Development and Digitalization. Osmochescu has over 25 years of experience in legal, economic, and business environment reforms. From 2009 to 2025, he worked as a program manager at IFC – International Finance Corporation (World Bank Group).
 Deputy Prime Minister for Reintegation will be Valeriu Chiveri, a professional diplomat who was the Ambassador of Moldova to Ukraine until now.

Vladislav Cojuhari will be the new Minister of Justice. A professional jurist with studies in Belgium and the USA, Cojuhari was previously the General Secretary of the Ministry of Internal Affairs.
 Leading the Ministry of Finance will be Andrian Gavrilița, with 20 years of experience in both business administration and public policy.

Natalia Plugaru will be the new Minister of Labor and Social Protection. She is a specialist in sustainable development, with over fifteen years of experience in designing and implementing programs dedicated to demographic resilience and gender equality. She was the Deputy Representative of the United Nations Population Fund (UNFPA) in Moldova before holding this position.

The Ministry of Health will be led by Emil Ceban, a PhD in medical sciences and rector of "Nicolae Testemițanu" State University of Medicine and Pharmacy.
 The Ministry of Environment will be headed by Gheorghe Hajder, who was a State Secretary in the same institution until now.
 Cristian Jardan will take the chair of Minister of Culture. He is a journalist and media manager with over 15 years of experience in Moldovan media.  The position of the Minister of Energy will continue to be held by Dorin Junghietu, who began his tenure in February of the current year in the government led by Dorin Recean. Junghietu has over 15 years of experience in international energy companies.
 Dan Perciun will retain the position of Minister of Education, which he has held since July 2023. He assumed the ministry leadership after resigning as a deputy.
 Another minister who will retain his seat in the Government is Ludmila Catlabuga, proposed to lead the Ministry of Agriculture and Food Industry. Catlabuga held the same position in Recean Government from November 2024, previously being the president of the Dairy Farmers Association.
 The Internal Affairs Ministry will continue to be led by Daniella-Misail Nichitin, who assumed the role in 2024, previously serving as a State Secretary in the same institution.
 Another minister retaining his seat is Anatolie Nosatîi, proposed to lead the Ministry of Defense. He has held this position since August 2021.
 Alexei Buzu is the new Secretary General of the Government.
 According to the Constitution, based on the confidence vote granted by the Legislature, the President of the Republic of Moldova appoints the Government, which carries out its duties from the day its members are sworn in before the head of state.
