Moldova to join European Single Customs Network as of 1 November 2025

Moldova becomes a full member of the Convention on a Common Transit Procedure (CTC) starting from November 1, 2025, and will implement this procedure. Joining the convention ensures easier and faster movement of goods.

According to the Customs Service, the procedure is conducted by submitting a single electronic transit declaration at the place of departure and a single guarantee, without repeated customs formalities at each border. The transit declaration is valid until reaching the destination within the contracting parties to the convention.

“This decision is a crucial step in modernizing the customs system of Moldova. We are connecting to a common European network, based on digitization, transparency and cooperation, which will make procedures faster and safer for all participants in international trade. It is an important institutional achievement that confirms our firm direction towards European standards and modern customs services focused on efficiency and trust,” said Director of the Customs Service Alexandru Iacub.

Under the Convention, the transit regime can be carried out for: transporting foreign goods from the European Union to Moldova; exporting goods from Moldova to the European Union; exporting goods with a common transit country as the destination; transporting goods from a common transit country to Moldova; carrying foreign goods through the territory of Moldova to and from the Convention member countries.

The participating countries are all European Union member states; EFTA countries — Switzerland, Norway, Iceland, and Liechtenstein; common transit countries — United Kingdom, Turkey, Serbia, North Macedonia, Ukraine, Georgia, Montenegro and Moldova.

For the application of the common transit procedure, the Customs Service has implemented the New Computerized Transit System – NCTS. It provides numerous benefits for business and trade, including accelerated customs procedures, enhanced data security and a more efficient tracking and traceability system.

In the context, the Customs Service urges all companies involved in international freight transport to familiarize themselves in advance with the new rules and technical requirements for using the NCTS system and to actively discuss with their partners and clients the advantages provided by the common transit procedure, especially regarding the efficiency, predictability and competitiveness of commercial operations.
