
Chisinau city hall informs about disconnection of big economic agents from city's sewerage system
Chisinau, 15 December /MOLDPRES/ - The Chisinau city hall threatens with the disconnection of the big economic agents from the sewerage network, if the fine worth 12 million lei is not withdrawn. At the same time, the Inspectorate for Environmental Protection informs that they fulfilled their duty and the city hall had right to appeal the decision in court.
At a today’s news conference, the Chisinau general mayor, Ion Ceban, threatened that he would disconnect the big economic agents from the city’s sewerage network, if the Inspectorate for Environmental Protection does not withdraw the fine of 12 million lei imposed against the Apa Canal Chisinau water supply stock company. According to the mayor, the sanction is exaggerated. Ceban noted that ‘’the principal entities guilty of the infringement of the legislation on environment are the big economic agents, which did not construct pre-purification stations on their areas.’’
“I officially inform that, if on 20 December, the Inspectorate for Environmental Protection does not change its decision as to the sanction, I will disconnect all big economic agents from the city’s sewerage network – they the ones which violate the legislation on environment, not Apa Canal Chisinau,’’ Ion Ceban said.
Contacted by MOLDPRES, the head of the Inspectorate for Environmental Protection, Ion Bulmaga, said that the environment inspectors had fulfilled their duty and the Chisinau city hall had at its disposal 30 days to appeal the decision in court. ‘’The environment inspectors fulfilled their duty, according to the legislation, and observed the control procedures. The Chisinau city hall had the needed time of 30 days to appeal the decision in court,’’ Bulmaga specified.
At the same time, the head of the Inspectorate for Environmental Protection said that the reference made by the city hall to the legal provisions on the need of existence of a pre-purification station on the area of the big economic agents is truthful. Yet, ‘’under the agreements concluded with these big economic agents, Apa Canal Chisinau committed to ensure the pre-purification,’’ Bulmaga noted. ‘’I understand the viewpoint of the Chisinau city hall as to the environmental control of the big economic agents from the capital. The capital’s city hall can ask the Inspectorate for Environmental Protection for unforeseen controls at these enterprises. The law sees that these sudden controls on the territory of the enterprises must have a legal support – the city hall can provide this support,’’ Bulmaga added.
The Inspectorate for Environmental Protection established that the water flowing from the water-purifying station to the Bic river contains infectious bacteria of salmonella and quantities of nitrogen which exceed seven-fold the limit allowed. Thus, Apa-Canal Chisinau was imposed a fine of 12 million lei for the damages inflicted to the environment.
