Moldovan citizens to receive energy compensation this cold season as well

Citizens will receive energy compensation during the 2026–2027 cold season as well. Authorities are considering expanding the number of eligible households amid rising prices and energy vulnerability. Prime Minister Vasile Tofan made the statement at a TV show.

The official emphasized the need to continue providing financial support to citizens during the cold season, to help families cope with their bills amid rising energy prices.

„This assistance matters greatly to people. When we took office, we positioned ourselves as a government that wanted to reduce unsustainable budget expenditures. But this winter, I understand that we must help people, despite limited resources. Therefore, we will provide this assistance. Last year, we allocated approximately 2.5 billion lei for this purpose. Around 620,000 households and families received assistance. That represents half of the households in our country. This year, we will provide assistance to a similarly large number of citizens, perhaps even more, because energy vulnerability could increase as a result of higher prices,” Vasile Tofan stated.

He emphasized that this year the criteria for determining energy vulnerability will be stricter, so that financial support reaches the most vulnerable households as a priority.

„We will nevertheless have stricter criteria, taking into account the fact that we live in an informal economy. Many people do not have official incomes but have substantial unofficial incomes. I would like us to help everyone, but with the limited resources we have, we must focus on those who are most vulnerable. For example, if someone owns a house with a very high cadastral value and consumes approximately 300–350 cubic meters of gas per month, we must take these aspects into account as well. At the same time, we face significant budgetary pressure. These debts cost us because the inflation rate has increased, and along with it, the base rate has also risen. When the base rate increases, bank interest rates increase as well. We must also consider who will pay all these debts. We have to be responsible in this regard too. Therefore, with the limited resources available, we must ensure that assistance reaches those who need it most,” Vasile Tofan said.

The prime minister announced that the authorities are currently negotiating with external partners to identify additional resources for energy compensation.

„Some of the funds come from the state budget, but we hope to receive support from external partners as well. We are engaged in intensive discussions, but it is difficult. I was recently in Brussels, and they told us they wanted to help us. However, within the European Union, 47 million people face a high level of energy vulnerability. Governments there are also dealing with this issue because gas is very expensive. It is a complicated subject, and you need to understand this,” Vasile Tofan explained.

Meter Assistance program will provide energy compensation to vulnerable households for the fifth consecutive year, from November to March. The assistance is provided as a monetary payment made monthly. For this purpose, 1.5 billion lei was allocated from the state budget in 2024, while 2.34 billion lei was allocated in 2025.

During the previous season, compensation ranged from 500 to 1,000 lei, with the average amounting to approximately 750 lei per household. The total amount allocated was around 2.5 billion lei.
