
Methodology of calculation of compensated fixed sums for medicines published in Moldova's Official Journal
Chisinau, 26 October /MOLDPRES/ - The methodology of calculation of the compensated fixed sums for the medicines included in the List of International Common Names of compensated medicines from the mandatory health insurances accounts has been published in the Official Journal (Monitorul Oficial).
Under the document, during seven working days after the adoption of the Council’s decision on the inclusion of the name of medicines in the list, the National Health Insurances Company (CNAM) will compile the list of commercial names based on the State Classified List of medicines and the national register of producer prices for medicines, published by the Medicine and Medical Devices Agency (AMDM).
Also, CNAM will ask the National Public Health Agency (ANSP) to present information on the retail prices, including the value added tax (VAT), established in accordance with the provisions of the Law No 1456/1993 on the pharmaceutical activity, from a representative number of at least 50 drug stores paying VAT, of which 70 per cent from the urban environment and 30 per cent – from the rural one, on a period of ten working days.
In a period of 5 working days after the date of reception of data on the retail prices, CNAM will calculate the compensated fixed sums. The compensated fixed sum for the partial compensation of medicines will be established based on the following calculation: decision-makers will calculate the average of the retail prices, depending on the pharmaceutical form, dose, volume, as case may be, no matter the size of the package, per commercial name. They will also calculate the average retail prices for the International Common Names (DCI), depending on the dose and pharmaceutical form, grouped according to the Annex to the Methodology of calculation of the compensated fixed sums for the medicines included in the List of Common International Names of compensated medicines from the mandatory health insurances accounts, based on the calculated prices and they will apply the compensated rate of 100 per cent at the average of the retail price. If the Council for compensated medicines approves a compensation rate different from 100 per cent, a compensation rate approved through the Council’s decision will be applied.
Thus, the retail average price calculated, according to the methodology of calculation of the fixed compensated sum for the medicines included in the List of International Common Names of compensated medicines from the mandatory health insurances accounts, represents the fixed sum compensated by CNAM for the medicines which are part of the category ‘’partially compensated.’’ A 8-per cent VAT is extracted from the compensated fixed sum.
