Minister of Justice presents activity report: Over 65% of 2020-2025 strategy actions accomplished
Veronica Mihailov-Moraru, Acting Minister of Justice, presented today the activity report for the period February 2023 - October 2025, highlighting major achievements in the field of judicial sector and prosecution reforms.
The official thanked the Ministry of Justice team and subordinate authorities for their involvement, as well as Acting Prime Minister Dorin Recean for the support provided in implementing the reforms.
"The support provided during my mandate, in a quite complex period, has been essential. The Ministry of Justice has initiated and promoted major institutional reforms to streamline and modernize the judicial and prosecution system, to restore integrity and citizens' trust in the act of justice, to fight corruption and strengthen the protection of human rights and the democratic values of the rule of law," said Veronica Mihailov-Moraru.
According to the Minister, the activity of transforming the justice sector was guided by the Strategy on ensuring the independence and integrity of the justice sector 2020-2025, approved by Parliament in 2025.
"We note that over 65% of the actions set out in this strategy have been completed, 23% are at an advanced stage of completion, and the rest are in the initiation phase. The implementation of the strategy was accompanied by national commitments derived from the European integration agenda. The reforms launched aimed at strengthening the independence and integrity of the justice system, but also at resetting it by ensuring the integrity of the actors, which is key to increasing citizens' trust in justice," added the official.
The Minister detailed the main reforms implemented:
"Following the launch of the external verification process in 2023-2024, the new councils of CSM and CSP were formed, consisting of members who promote the verification of ethical and financial integrity. In 2024-2025, internal boards of the Superior Council of Magistracy and the Superior Council of Prosecutors were also formed, responsible for performance evaluation, disciplining, and verifying judges and prosecutors."
The minister also mentioned the revision of selection, evaluation, and disciplinary accountability mechanisms, which have been simplified and improved, giving major importance to integrity and professional competence.
"The standards for verifying integrity, managerial and professional competence have been strengthened, and the transfer of certain attributions within the prosecution increased the transparency of disciplinary procedures. The laws on the extraordinary evaluation of judges and prosecutors are being implemented, and the process is monitored by the Venice Commission and the Constitutional Court," said Veronica Mihailov-Moraru.
The Minister also presented detailed figures regarding the external evaluation exercise:
"To date, 287 individuals have been subjected to the extraordinary evaluation exercise. Among them, 103 individuals - judges, prosecutors, and civil society members - passed, 93 did not pass, and 91 withdrew or resigned. In detail, among judges, 48 passed, 37 did not pass, and 52 withdrew, while among prosecutors, 28 passed, 26 did not pass, and 27 withdrew or resigned."
Veronica Mihailov-Moraru added that the evaluation process continues at the Court of Appeal level and that additional members have recently been added to the evaluation committees to accelerate the process, with the completion deadline extended until December 2026.
Another major point highlighted by the minister was the reform of the Supreme Court of Justice.
"The reform of the Supreme Court of Justice is one of the most important achievements of the current Government. The composition was reduced from 33 to 20 members, and the selection was diversified to include representatives from academia, lawyers, and prosecutors with a minimum of 10 years of experience. Today, eight judges were appointed after the external evaluation and are performing their duties within the Court."
The Minister emphasized that these measures aim to standardize judicial practice and eliminate contradictory decisions at the court level, thus contributing to increasing public confidence in the judicial system.
Veronica Mihailov-Moraru has served as Minister of Justice since February 2023, being responsible for implementing major reforms in the justice and prosecution sectors, including in the context of the Republic of Moldova's commitments to the European Union.
